To designate March 26, 1991, as `Education Day, U.S.A.'.

Whereas Congress recognizes the historical tradition of ethical values and principles which are the basis of civilized society and upon which our great Nation was founded;

Whereas these ethical values and principles have been the bedrock of society from the dawn of civilization, when they were known as the Seven Noahide Laws;

Whereas without these ethical values and principles the edifice of civilization stands in serious peril of returning to chaos;

Whereas society is profoundly concerned with the recent weakening of these principles that has resulted in crises that beleaguer and threaten the fabric of civilized society;

Whereas the justified preoccupation with these crises must not let the citizens of this Nation lose sight of their responsibility to transmit these historical ethical values from our distinguished past to the generations of the future;

Whereas the Lubavitch movement has fostered and promoted these ethical values and principles throughout the world;

Whereas Rabbi Menachem Mendel Schneerson , leader of the Lubavitch movement, is universally respected and revered and his eighty-ninth birthday falls on March 26, 1991;

Whereas in tribute to this great spiritual leader, `the rebbe,' this, his ninetieth year will be seen as one of `education and giving,' the year in which we turn to education and charity to return the world to the moral and ethical values contained in the Seven Noahide Laws; and

Whereas this will be reflected in an international scroll of honor signed by the President of the United States and other heads of state: Now, therefore, be it

 

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That March 26, 1991, the start of the ninetieth year of Rabbi Menachem Schneerson , leader of the worldwide Lubavitch movement, is designated as `Education Day, U.S.A.'. The President is requested to issue a proclamation calling upon the people of the United States to observe such day with appropriate ceremonies and activities.

Capital Punishment

Many years ago, I would have agreed with Steven Plaut`s op-ed
column favoring capital punishment — it`s in the Bible, so it must be
right (“Preserving Human Dignity Through Capital Punishment,”
Jewish Press, April 9). But that`s a literal reading which just doesn`t
mesh with all of the intricacies of the oral Torah. I think we need to
remember that our rabbis moved off the Temple Mount specifically
to avoid the issue of capital punishment; without the full Sanhedrin
present, capital punishment would not be possible. They too knew
that capital punishment is in the Bible, and they opted against it.

In the United States, we have a system of government very much
in opposition to the Noahide laws. I`m assuming that the proponents
of capital punishment would be less vocal about capital punishment
for idol worshipers, adulterers, and those who consume the flesh of
a halachically living animal. Even murder in Torah law has an entire-
ly different definition than in civil law. In addition to a Constitution
alien to Noahide laws, we have a jury system that has absolutely no
basis in Torah and which, in effect, places life and death judgments
in the hands of peers instead of impartial, skilled, qualified judges.

All of which raises the question: In the full absence of any other
aspect of Torah/Noahide laws, could one isolated element — capital
punishment — be in any way considered biblical? I personally would
like to know what our rabbis today have to say on this issue, and if
they do unambiguously endorse it as Mr. Plaut suggests. Sources,
please!

Druze Religious Leader Commits to Noachide "Seven Laws"

The spiritual leader of the Druze community in Israel, Sheikh Mowafak Tarif, this weekend signed a declaration calling on non-Jews in Israel to observe the Seven Noahide (Bnei Noach) Commandments, as laid down in the Bible and expounded upon in Jewish tradition.

Several weeks ago, the mayor of the primarily Druze city of Shfaram, in the Galilee, also signed the document.

The declaration includes the commitment to make a better "humane world based on the Seven Noachide Commandments and the values they represent commanded by the Creator to all mankind through Moses on Mount Sinai."

Behind the efforts to spread awareness of the Torah’s Seven Universal Laws is Rabbi Boaz Kelly, of the directors of Chabad-Lubavitch institutions in the Krayot area of Haifa and the chairman of the Worldwide Committee for the Seven Noahide Commandments. The recent signature by Sheikh Tarif is part of Rabbi Kelly’s ongoing efforts among Israel’s non-Jewish community. In the past few years, Rabbi Kelly’s organization has placed roadside ads in Arabic calling for observance of the Noahide Laws, as well as distributing Arabic-language pamphlets on the subject among Arabs in Israel and the Palestinian Authority.

According to the Torah, all humankind (the offspring of Noah, or Bnei Noach) is subject to seven Divine commandments. They are: to refrain from idolatry; to refrain from sexual immorality; to refrain from blasphemy; to refrain from murder; to refrain from theft; to refrain from eating the limb of a living animal; and to establish courts of law.

Support for the spread of the Seven Noahide Commandments by the Druze spiritual leader contains within it echoes of the Biblical narrative itself. The Druze community reveres as a prophet the non-Jewish father-in-law of Moses, Jethro (Yitro), whom they call Shu’eib. According to the Biblical narrative, Jethro joined and assisted the Jewish people in the desert during the Exodus, accepted monotheism, but ultimately rejoined his own people. The Tiberias tomb of Jethro is the most important religious site for the Druze community.

basically the idea of noahide laws is that brit/am are the lost tribes of israel, when they join together with judea, ie the jews, they will rule the world, this is happening now,bush jnr is finishing his dads attempt to wipe out saddam, with covert aid from israel, support from britain.

Bnei Noach: Gentiles Spreading Monotheism

In recent years the Bnei Noach, or Noahide movement, has seen an extraordinary increase in numbers and activity around the world. Its adherents are non-Jews who embrace the truth of the Torah and therefore accept the seven ‘Laws of Noah’ – those laws which are incumbent upon gentiles as well as Jews.

Israel National Radio’s Tamar Yonah recently interviewed Jacob Sharf, a ‘Ben Noach,’ son of Noah, who explains that he espouses “The Orthodox stream of Judaism for non-Jews, which consists of observance of the seven laws given by God to Noah after the flood which are obligatory for all of humanity.” Sharf explains that “this is not a new concept, it is in fact the religious observance of Job, Adam and Abraham before God formed the unique covenant with the Jewish people.”

The seven laws are to refrain from idolatry, to refrain from sexual immorality, to refrain from blasphemy, to refrain from murder, to refrain from theft, to refrain from eating the limb of a living animal and to establish courts of law.

“These laws make intellectual sense to me but that is not why I observe them,” Sharf explains, “I do so because God commanded me to do so.”

Sharf was raised “a nominal Christian” and began studying the New Testament on his own, slowly discarding belief after belief through study of the Old Testament until he and his study partners found themselves with an identical belief system to Orthodox Judaism. He then pursued conversion to Judaism until he “realized that God had made [him] a non-Jew for a reason” and decided that there was much work to be done spreading monotheism’s belief in the One God of Abraham among the non-Jews of the world.

Sharf described the difficulty of maintaining a Noahide life and finding a support structure. “Often one finds oneself the only Ben Noach in a city,” he laments. However, with the advent of the Internet, thousands of Bnei Noach have been able to form online communities and several physical communities have formed as well. Places such as Dallas, Texas are host to hundreds of Bnei Noach and Wendell Jones (the famed archaeologist on whom the Indiana Jones movies were loosely based) even led his church to become Bnei Noach “removing the cross and the New Testament from the house of worship.”

Sharf runs an educational web site called HaMayim.org and started a Bnei Noach dating web site as well in an attempt to allow single Bnei Noach to meet one another. HaMayim means “the water” and is a reference to the verse in Isaiah (11:9) which prophesies that as the redemption of the world draws near “the earth shall be full of the knowledge of God, as the waters cover the sea.”

CHRISTIANS have to make a choice - "either retain their present belief system and be antisemitic or form a partnership with the Jewish people."

This is the view of Bar-Ilan University's Rabbi Dr. Pinchas Hayman, who is active in Jewish-Christian dialogue and in encouraging modern Christianity to return to its Jewish roots by observing the Seven Noahide Laws.

"As long as Christians keep Jesus as God, they will be antisemitic because that belief must lead them to believe that those who reject Jesus reject God," he told the Australian Jewish News.

"That's how the process of satanising the Jews began. That belief is the root cause of 1500 years of the Christian idolatrous antisemitism which led to the Holocaust."

Proficient in New Testament Studies and Classical Greek, Dr. Hayman noted that at least five American churches have given up belief in Jesus.

"Do this and you shall live"

 

From the time of Moses faithfulness to the Ten Commandments has freed man from the bondage of the world, the flesh and the devil, but today that is obliterated with the nefarious Noahide Laws, whose authors fail to realize there will be no place to hide when the Final Judgment comes.

 

"We are promised that Righteous Gentiles who observe the Noahide Laws are guaranteed "a place in the world to come." Don't get your hopes up! This does not mean Heaven, but the Messianic Age in which the Jews expect to assume authority over the whole earth under the leadership of their "Messiah." Righteous Gentiles will be the servant class. There will be no place at all for those who do not observe the Noahide Laws. Well, surely we Catholics can qualify as Righteous Gentiles, at least if we observe the Seven Laws of Noah, right? Unfortunately, in the mind of those who gave us the Noahide Laws, those who worship Jesus Christ as God are idolaters. To believe in the Divinity of Jesus Christ is to violate the first of the Noahide Laws. And what is the penalty for those who so offend? The Talmud requires Capital Punishment!"

 

Editor's Note: In Father Louis Campbell's sermon for the Fifth Sunday After Pentecost, he reveals something few are probably even aware of: the "Seven Universal Laws of Noah." The United States Congress passed this into law a dozen years ago, yet few are aware that this is one of the reasons why the International Criminal Court has been promoted and why there is such an emphasis to screen ethical, Christian and pro-life judges in the U.S. In truth, the Noahide Laws have had and will continue to have devastating effects on our lives. The big and little picture of Jewish practice

Essential Judaism by George Robinson. New York. Pocket Books. 644 pages. $27.95

This remarkably ambitious book sets out to fulfill the promise of its sub-title: "A Complete Guide to Beliefs, Customs and Rituals."

The author is a journalist who writes for Jewish and general newspapers. Both he and his wife were raised as non-observant Reform Jews. Robinson describes himself as a "culinary Jew" whose Jewish identity rested on his liking for Jewish food. When Robinson reached his mid-thirties, he decided to seek his roots and joined Beth Am, a Reform synagogue in Washington Heights, New York where he lived.

He obviously found a home there, becoming an active participant who served as board member, choir member, newsletter editor, teacher, sermonizer and president. Initially, however, he had a number of questions and he had to turn to many different books to find answers. He sorely felt the need for one book that dealt with his questions and, finding none, he decided to write it himself.

The result is this extraordinary overall guide that ranges over "the historical and philosophical underpinnings of Jewish practice."

Robinson took four years to put together this primer on Judaism in the hope that it will help others who decide to follow his "path back to Judaism" and who will need answers to the innumerable questions that such a decision entails.

The content is arranged in nine chapters that deal with Jewish prayer, the Jewish holidays, the life cycle, mitzvot, the Bible, the Talmud, Jewish mysticism, Jewish philosophers, and Jewish history. Others might prefer a different organizing principle and might have included material that Robinson left out but what he has fully achieved is instruction and explanation of Jewish practices along with their historical, philosophical and theological foundations. This is indeed a prodigious accomplishment.

A valuable feature of the book is what Robinson calls "sidebars."

These are elaborate footnotes that augment the text. They include such subjects as: The Names of God, An Assortment of Blessings, Tefillin, The Basic Structure of the Service, Kaddish, The Amidah, The Jewish Calendar, Thirty-Nine Categories of Work Forbidden on the Sabbath, Special Readings for the Festivals, The Noahide Laws, The 613 Mitzvot (arranged into positive and negative commandments), The Books of the Hebrew Bible, The Weekly Torah Readings and the Haftarot that Accompany Them, What's in the Mishnah and the Talmud, How To Study Kabbalah, Yiddish, and many others.

An impressive chapter contains a brief summary of each of the 39 books in the Bible and valuable appendices provide key documents of contemporary Jewish belief, a time line of major events, population statistics for world Jewry, calendar of Jewish holidays to 2006, and the laws of kashruth. Finally, there is a useful glossary.

One might quibble with small points. For example, the discussion of denominations includes Modern Orthodox but not ultra-Orthodox, Jewish Renewal but not Jewish Humanism. Also mentioned are Havurah, Gay and Lesbian synagogues and women's prayer groups. These are hardly denominations.

However, the overall impact of this guide is most striking and imposing. It succeeds admirably in presenting a clearly written handbook that will be useful for all Jews and that can also serve as a helpful introduction to Judaism for non-Jews.

Robinson deserves our gratitude for his major contribution.

Zionist Christians Firebomb Mosque After Jew Rally
Zionist Christians, whipped up into a frenzy of hate after attending a Jewish rally against "anti-Semitism", firebombed a mosque in Pickering, Ontario and spraypainted "Jesus rules" along its walls.

The Al-Mahdi Islamic Center, located in a rural part of Ontario near Toronto, was the subject of the Crusader-Zionist attack.

While the Jews themselves have taken "revenge" for the vandalism attacks by spraypainting Stars of David on Catholic schools and Christians institutions, this has not deterred the most fanatical of Christians from attempting to "defend" the Jews against Islamic "terror" by attacking Islamic mosques. Many Christians like to commit acts of violence on behalf of the people who kick them, and Jews believe that under the Noahide laws, all Christians are rightly their servants and slaves, to be abused as Jews see fit.

After motivating Christians to commit the crimes, Bernie Farber of the Canadian Jewish Congress then denounced the crime, much as the Jews motivated the Romans to kill Christ, then attempted to pin blame for the incident on Roman authorities.

Judge Marshall backs out of Zundel Trial: "The only reason everybody has their tail feathers in a knot is because I am a judge."

For once, I am sending you tomorrow's ZGram today, since the story is hot, and more is to come, I am sure. Here is a partial explanation why Judge Marshall changed her mind about testifying.

Let me just preface this Globe and Mail article by telling what I have heard many, many times - not just from Ernst Zundel, but from others who attended the 1985 First Great Holocaust Trial that challenged the Holocaust Myth.

 

Judge Lauren Marshall was then a young Attorney Marshall - I believe the first attorney courageous enough to take on the Zundel case, after some 13 lawyers backed out and headed for the nearest mouse hole. As she approached court, flanked by two policemen, some 400 Jews, protesting the trial, started spitting at her. I have been told she was so covered with yellow saliva that it ran from her face into her cleavage.

 

Now I ask you: Would civilized people behave like camels, spitting? This is one disgusting incident that speaks volumes...

An Ontario judge stunned a courtroom awaiting her testimony at Holocaust denier Ernst Zundel's deportation hearing yesterday by instead launching a bid to avoid testifying.

Ontario Court Judge Lauren Marshall -- who represented Mr. Zundel in the 1980s -- retained lawyer Paul Stern virtually overnight to try and quash her subpoena, claiming that she has no "material evidence" to offer.

AN AMERICAN FOREIGN POLICY FOR AMERICA

I am outraged by this action, Congress declaring that the United States was founded on some Jewish biblical laws (Noahide laws), the Seven Universal Laws of Noah, Congress and the President, ignoring in a conspiracy, the fundamental principles of the Separation of Church and State Constitutional Doctrine. Each of the members of Congress and the President has violated their oaths to defend and protect the Constitution, and therefore, must be removed from office, those that participated in this gross violation of the Constitution and are still in office, are subject to removal, the law must be revoked. Need I remind you, (current) Mr. President and members of Congress that did not participate in the Constitutional violations, that unless you revoke this Law you become just as guilty as the perpetrators? This is only half of it, the law further provides that the American people, and future generation be taught about the Noahide Laws. Failure of the Congress and the President to take action against this Constitutional violation will foster legal action.

The Radio Rabbi of Russia Rabbi Dov Ber Haskelevitch by Shoshanna Silcove In 1985, when Rabbi Dov Ber Haskelevitch was asked by Radio Free Europe/Radio Liberty to be producer and commentator for a weekly rabbi's talk he had some concerns. "Most of my listeners would not be Jewish. I had to discuss things that were relevant to everyone without compromising my Torah principles." Since the Lubavitcher Rebbe had begun speaking about the Seven Noahide Laws as universal laws for all non-Jews, Rabbi Haskelevitch saw this as a unique opportunity to fulfill the Rebbe's directive by educating his largely non- Jewish audience to follow the Seven Noahide Laws. "I began,"he said, "by concentrating on episodes from the Bible and explaining them in light of Chasidic philosophy and also in terms of the Seven Noahide Laws. I received a very positive reaction from Jews and non- Jews." One non-Jewish family recently wrote to the rabbi that they have become so inspired by the weekly talk that the entire family now routinely listens to the show every week. They are thoroughly convinced that the Seven Noahide Laws are the answer to all of the world's problems. Today, Rabbi Haskelevitch's radio program reaches 50 to 60 million listeners across the former Soviet Union and in other parts of Eastern Europe as well. "When I first began doing this program it was before Glasnost. The management asked me to wish the Russian people a good year on January 1, 1985. I expressed my hope that the Russian nation should come to appreciate religious freedom. People called me afterwards and asked me, 'Do you really believe that such a country could have any real changes?' I answered that I sincerely believed it. I had a sense from the Rebbe's advice to Jews in Russia at the time--telling them to cooperate with the government--that the Rebbe was anticipating a change. My hunch was correct." With the unprecedented and miraculous downfall of the most repressive regime known to world history came the opening up of the floodgates of religious freedom. Unfortunately, however, this also brought on a resurgence in anti-Semitism. "I originally came to see if everything I had heard about the Rebbe was true. I came for a short visit and I never went back," he said. The Radio Free Europe/Radio Liberty program is creating some controversy in several segments of Russian society. A newspaper article recently asserted that the chassidim are trying to destroy particularistic Russian nationalism by introducing the "dangerous" concept of a universal set of laws for all nations. A political party, the anti-Semitic Pamyat, after learning of the Jewish roots of the Russian Orthodox religion, is seeking to erase any trace of Jewish influence on its creed, thereby going back to Russian paganism. Gorbachev himself admitted, after having escaped a coup d'etat with his life, that he owed his survival to the fact that he was listening to Radio Free Europe/Radio Liberty. "After Gorbachev admitted this, my program rose greatly in its popularity. I am convinced that Gorbachev had always been listening to me." Rabbi Haskelevitch asserted. HOASCANIM, which is the Hebrew word for activists, supports Radio Liberty and is publishing books and magazines in Russia as well as conducting lectures to the many groups which have recently formed to keep and learn more about the Seven Noahide Laws. Its objectives are to spread the teachings of Torah among Jews, to educate gentiles on the Seven Noahide Laws, and to dispel anti-Semitic myths. To what does Rabbi Haskelevitch attribute his success? "When we are talking to the deeply atheistic nations of the former Soviet empire, now miraculously turned anti-communist, about a religion of one G-d with one set of laws for all mankind, then this is an indication that we are living in the times right before the coming of the Messiah.( One world odor, One World Religion unto the flase Messiah that son of Perdition of the great apostasy)  Actually, communism was the belief in a good future, a utopia. Recently the Yeshiva Hatefutsoth, the first yeshiva for baal teshuva ( Students of Baa'l) students founded on Mt. Zion in 1967 purchased a permanent presence in the Paltalk Judaism section. Now with Paltalk, no matter where in the world students are they can listen in and participate in shirum from the beit midrash in Jerusalem. On Friday you can tune in and listen to the Rosh Yeshiva, Rabbi Mordechai Goldstein giving a shiur from inside the Kever David HaMelech (Tomb of King David) in Jerusalem. Fishel is best known for his Shulchan Aruch Learning Project which is endorsed by Israeli former chief rabbis Israel Lau and Ovadia Yossef. His organization which is based in Beit Vegan, Jerusalem operates one of the largest Torah-true Internet sites. Each rabbi has a unique way of bringing the Torah to life. Prior to online teaching, where did most secular Jews go to learn more about Judaism-to non Torah-true organizations, mostly liberal establishments, where they might not have been taught the truth. A BILL

 

To authorize the establishment within the Department of State of an Office to Monitor and Combat Anti-Semitism, to require inclusion in annual Department of State reports of information concerning acts of anti-Semitism around the world, and for other purposes.

 

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

 

This Act may be cited as the `Global Anti-Semitism Awareness Act of 2004'.

SEC. 2. FINDINGS.

 

Congress makes the following findings:

(1) Acts of anti-Semitism in countries throughout the world, including in some of the world's strongest democracies, have increased significantly in frequency and scope over the last several years.

(2) During the last three months of 2003 and the first three months of 2004, there were numerous instances of anti-Semitic violence around the world, including the following incidents:

(A) In Putrajaya, Malaysia, on October 16, 2003, Prime Minister Mahathir Mohamad of Malaysia told the 57 national leaders assembled for the Organization of the Islamic Conference that Jews `rule the world by proxy', and called for a `final victory' by the world's 1.3 billion Muslims, who, he said, `cannot be defeated by a few million Jews'.

(B) In Istanbul, Turkey, on November 15, 2003, simultaneous car bombs exploded outside two synagogues filled with worshippers, killing 24 people and wounding more than 250.

(C) In Hobart, Australia, on January 5, 2004, poison was used to ignite and burn anti-Semitic slogans into the lawns of the Parliament House of the state of Tasmania.

(D) In St. Petersburg, Russia, on February 15, 2004, vandals desecrated approximately 50 gravestones in a Jewish cemetery, painting the stones with swastikas and anti-Semitic graffiti.

(E) In Toronto, Canada, from March 19 to March 21, 2004, vandals attacked a Jewish school, a Jewish cemetery, and area synagogues, painting swastikas and anti-Semitic slogans on the walls of a synagogue and on residential property in a nearby, predominantly Jewish, neighborhood.

(F) In Toulon, France, on March 23, 2004, a Jewish synagogue and community center were set on fire.

(3) Anti-Semitism has at times taken the form of vilification of Zionism, the Jewish national movement, and incitement against Israel.

(4) Anti-Semitism is also increasingly emanating from the Arab and Muslim world on a sustained basis, including through books distributed by government-owned publishing houses in Egypt and other Arab countries.

(5) In November 2002, state-run television in Egypt broadcast the anti-Semitic series entitled `Horseman Without a Horse', which is based upon the fictitious conspiracy theory known as the Protocols of the Elders of Zion. The Protocols have been used throughout the last century by despots such as Adolf Hitler to justify violence against Jews.

(6) In November 2003, Arab television featured an anti-Semitic series entitled `Ash-Shatat' (`The Diaspora'), which depicts Jewish people conspiring to gain control of the world.

(7) The sharp rise in anti-Semitic violence has caused international organizations such as the Organization for Security and Cooperation in Europe (OSCE) to elevate and bring renewed focus to this issue, including the convening by the OSCE in June 2003 of a conference in Vienna dedicated solely to the issue of anti-Semitism.

(8) On April 28-29, 2004, in Berlin, Germany, the OSCE will again convene a conference dedicated to addressing the problem of anti-Semitism, with the United States delegation to be led by former Mayor of New York City Ed Koch.

(9) The United States has vigorously supported efforts to address anti-Semitism through bilateral relationships and interaction with international organizations such as the OSCE, the European Union, and the United Nations.

(10) Congress has consistently supported efforts to address the rise in anti-Semitic violence. During the 107th Congress, both the Senate and the House of Representatives passed resolutions expressing strong concern about the sharp escalation of anti-Semitic violence in Europe and calling on the Department of State to thoroughly document the phenomenon.

SEC. 3. SENSE OF CONGRESS.

 

It is the sense of Congress that--

(1) the United States should continue to vigorously support efforts to combat anti-Semitism worldwide through bilateral relationships and interaction with international organizations such as the Organization of Security and Cooperation in Europe (OSCE);

(2) the United States delegation to the OSCE conference in Berlin should advocate for the appointment of a High Commissioner on anti-Semitism;

(3) the President should direct the United States Ambassador to the United Nations to introduce in the most appropriate forum in the United Nations a measure condemning anti-Semitism;

(4) the Secretary of State should establish a permanent office in the Department of State to monitor and combat anti-Semitism; and

(5) the Department of State should thoroughly document acts of anti-Semitism and anti-Semitic incitement that occur around the world.

SEC. 4. AUTHORIZATION FOR ESTABLISHMENT OF OFFICE TO MONITOR AND COMBAT ANTI-SEMITISM.

 

The State Department Basic Authorities Act of 1956 is amended by adding after section 58 (22 U.S.C. 2730) the following new section:

`SEC. 59. MONITORING AND COMBATING ANTI-SEMITISM.

 

`(a) Office to Monitor and Combat Anti-Semitism-

`(1) Establishment of office- The Secretary is authorized and encouraged to establish within the Department of State an Office to Monitor and Combat anti-Semitism (in this section referred to as the `Office') .

`(2) Head of office- If the Secretary establishes the Office pursuant to paragraph (1), the head of the Office shall be the Director for Monitoring and Combatting anti-Semitism. The Secretary shall appoint the Director of the Office.

`(b) Purpose of Office- Upon establishment, the Office shall assume the primary responsibility for--

`(1) monitoring and combatting acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries;

`(2) coordinating and assisting in the preparation of that portion of the report required by sections 116(d)(7) and 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n(d)(7) and 2304(b)) relating to a summary of acts of anti-Semitism and anti-Semitic incitement around the world for inclusion in the annual country reports on human rights practices; and

`(3) coordinating and assisting in the preparation of that portion of the report required by section 102(b)(1)(C) of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)(C)) relating to an assessment and description of the nature and extent of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries for inclusion in the annual international religious freedom report.

`(c) Consultations- The Director of the Office shall consult with domestic and international nongovernmental organizations and multilateral organizations and institutions as the Director considers appropriate to fulfill the purposes of this section.

`(d) Public Hearings and Evidence- The Director of the Office may hold public hearings take testimony, and receive evidence as the Director considers appropriate.'.

SEC. 5. INCLUSION IN DEPARTMENT OF STATE ANNUAL REPORTS OF INFORMATION CONCERNING ACTS OF ANTI-SEMITISM IN FOREIGN COUNTRIES.

 

(a) Inclusion in Country Reports on Human Rights Practices- The Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.) is amended--

(1) in section 116(d)(7) (22 U.S.C. 2151n(d)(7)), by striking the semicolon and inserting `and a summary of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries, including descriptions of--

`(A) acts of physical violence against, or harassment of, Jewish people, and acts of violence against, or vandalism of, Jewish community institutions, including schools, synagogues, and cemeteries that occurred in foreign countries during the preceding year;

`(B) instances of propaganda in government and non-government media and other sources in foreign countries that attempt to justify or promote racial hatred or incite acts of violence against Jewish people;

`(C) the actions, if any, taken by the governments of such countries to respond to such violence and attacks or to eliminate such propaganda or incitement;

`(D) the actions taken by such governments to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people; and

`(E) the efforts of such governments to promote anti-bias and tolerance education;'; and

(2) in the fourth sentence of section 502B(b) (22 U.S.C. 2304(b)), by inserting before the period the following: `and a summary of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries, including the descriptions of such acts required under section 116(d)(7)'.

(b) Inclusion in International Religious Freedom Report- Section 102(b)(1) of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)) is amended--

(1) by redesignating subparagraphs (C), (D), (E), and (F) as subparagraphs (D), (E), (F), and (G), respectively; and

(2) by inserting after subparagraph (B) the following new subparagraph:

`(C) Acts of anti-semitism- An assessment and description of the nature and extent of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries, including descriptions of--

`(i) acts of physical violence against, or harassment of, Jewish people, and acts of violence against, or vandalism of, Jewish community institutions, including schools, synagogues, and cemeteries that occurred in foreign countries during the preceding year;

`(ii) instances of propaganda in government and non-government media and other sources in foreign countries that attempt to justify or promote racial hatred or incite acts of violence against Jewish people;

`(iii) the actions, if any, taken by the governments of such countries to respond to such violence and attacks or to eliminate such propaganda or incitement;

`(iv) the actions taken by such governments to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people; and

`(v) the efforts of such governments to promote anti-bias and tolerance education.'.

(c) Effective Date of Inclusions- The amendments made by subsections (a) and (b) shall apply beginning with the first report under sections 116(d) and 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 251n(d) and 2304(b)) and section 102(b) of the International Religious Freedom Act of 1998 (22 U.S.C.
